This one is a sign of the times. It used to be that book publishers would accept submissions from pretty much anyone. You didn’t need an agent — you could just toss your manuscript over the metaphorical transom and (theoretically) be considered like everyone else.
I’m not sure if there are any publishers of significant size that still accept unagented manuscripts these days.
